Cos’è il GECT?

Il G.E.C.T. (Gruppo europeo di cooperazione territoriale) è lo strumento creato dall’U.E. (Reg.to n. 1082/2006, modificato e integrato CELEX_32013R1302_IT_TXT_gect) per promuovere la cooperazione transfrontaliera. È dotato di personalità giuridica ed opera nell’ambito della politica di coesione economica e sociale che, in seguito al trattato di Lisbona, ha oggi una dimensione “territoriale”. Ad essa si riferisce anche l’art. 174 del Trattato, che rivolge un’attenzione particolare “alle regioni che presentano gravi e permanenti svantaggi naturali”, fra cui le regioni insulari.

What is EGCT?

The European Grouping of Territorial Cooperation is a tool to facilitate cross-border, trans-national or inter-regional cooperation. EGTCs were established in 2006 by the European Parliament and the Council with the political support of the Committee of the Regions. They enable regional and local authorities from different member states to cooperate more effectively, for example by allowing them to directly apply for and manage European funds.

Role of EGTCs is to organise and manage cross-border, trans-national or interregional cooperation measures with or without EU financial support. EGTCs must include partners from at least two EU member states, including:. Regional or local authorities; Central governments; Bodies governed by public law; Associations

A taste of what an EGTC can do

Running cross-border transport or health services

Managing cross-border or inter-regional sustainable development projects (innovation and technology, environmental protection, etc.)

Strengthening economic and social cohesion across borders

Role of the Committee of the Regions

Consultative role in the area of cross-border cooperation

Political support for EGTCs and their activities

Assessing the progress of EGTCs and facilitating exchange of best practice through an expert group

Collecting information on EGTC statutes and conventions
