The town of Catania is strongly interested in creating a more effective link between the communication and information policies of EU and the framework of the social and family policies.  We believe this is a clear and clever way to express the Mediterranean  perspective on the soustainable development policies.
This means that before to speak about the envinroment soustainability, we need to speak about a social soustainability, with all its instruments and functions on education, learning, civil awareness, full citizenship.  The contemporary framework, even because of the economic present situation, this could make more easier to share the perspective of the social dimension of the historical tradition of the Mediterranean.  This means to conceive development not just for its monetary implications, but with the person as the centre, and society as network of positive values and solidarity. 
Tools for the improvement of this kind of development are the right way to set up dialogue with Mediterranean partners.  The MEDPACT program (and, inside, the STREAM CITIES project) is an expression of this cooperative approach to work, for the setting up of common standards and procedures, toward an equilibrated and mixed Euro-Mediterranean system.
Looking through this perspective, the Medpact / Stream project [where Catania is the leader partner of a project team composed by Bethlehem (West Bank), Fés (Morocco), Valencia (Spain),  El Mina (Lebanon), and the networks Rete delle Città Strategiche (ReCS) and the Towns of Europe’s Foundation Anci/Ideali] is an important instrument to build new situations to create and improve these transfrontalier relationships, giving more effectiveness to the communication among towns which are always the inner engine of a soustainable social and economic development.
